If the method mentioned above does not work, You might try
* Open Registry Editor (Regedit.exe) and navigate to:
HKCU \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies\ System
* In the right-pane, double-click DisableTaskMgr and set it's data to 0
